EPFO Wage Ceiling Increased from ₹15,000 to ₹25,000: What Employees and Employers Should Know

The Union Cabinet has approved an important change to the Employees’ Provident Fund Organisation (EPFO) wage ceiling. The mandatory wage limit for EPFO coverage will increase from ₹15,000 to ₹25,000 per month.

According to the Government of India, this change is expected to bring more than 51 lakh additional employees under mandatory EPFO coverage. The move is intended to expand access to retirement savings, pension benefits and employment-linked insurance protection.

What Has Changed in the EPFO Wage Ceiling?

Under the approved proposal, the wage ceiling for mandatory EPFO coverage will rise to ₹25,000 per month, compared with the existing limit of ₹15,000.

The previous ceiling of ₹15,000 was introduced in September 2014. Since then, wages and incomes have increased, while formal employment has continued to expand. The latest revision is intended to bring the EPFO framework more in line with prevailing wage levels.

Employees earning between ₹15,000 and ₹25,000 per month could therefore form a significant part of the additional workforce covered under the statutory social security framework.

Who Can Benefit From the New EPFO Limit?

The increase is particularly relevant to employees whose wages fall within the newly covered range.

Previously, a fresh employee joining employment with wages above ₹15,000 per month was not automatically covered under the mandatory EPF framework. With the ceiling being raised to ₹25,000, more employees in the ₹15,000–₹25,000 wage range are expected to come under mandatory EPFO coverage, subject to the applicable provisions.

The Government estimates that over 51 lakh additional employees may benefit from the expansion in mandatory coverage.

What Benefits Does EPFO Coverage Provide?

EPFO administers several major social security schemes for eligible workers. The approved change is expected to expand access to benefits available under these schemes.

1. Employees’ Provident Fund (EPF)

EPF helps eligible employees build retirement savings through statutory provident fund contributions. Increasing the wage ceiling can bring more employees into this formal savings framework.

2. Employees’ Pension Scheme (EPS)

Eligible members can also receive pension-related protection through the Employees’ Pension Scheme, subject to the applicable rules and conditions.

3. Employees’ Deposit Linked Insurance Scheme (EDLI)

EDLI provides insurance protection linked to EPF membership, offering another layer of social security for eligible employees.

Why Has the Government Increased the EPFO Wage Ceiling?

The wage ceiling had remained unchanged for several years before being increased to ₹15,000 in September 2014.

Since that revision, India has experienced continued wage growth, rising incomes and an expansion of formal employment. The Government has stated that minimum wages in several states and occupations have also moved closer to the existing threshold.

Increasing the ceiling to ₹25,000 is therefore intended to update the EPFO framework according to changing wage levels and extend formal social security protection to a broader section of workers.

How Can the Change Affect Employers?

The wider EPFO coverage will also require employers to pay attention to their payroll and compliance processes.

Businesses may need to review employee wage structures, EPF eligibility, payroll calculations and statutory contributions according to the applicable implementation rules.

Wider social security coverage may also support workforce stability and employee retention by providing workers with structured retirement, pension and insurance-related benefits.

For businesses, accurate payroll, accounting and statutory compliance will become particularly important as the revised framework is implemented.

Financial Impact of the Decision

The proposal underwent inter-ministerial consultations and was recommended by the Expenditure Finance Committee at its meeting on 16 June 2026.

According to the PIB release, the estimated annual Government expenditure associated with the measure is approximately ₹11,339 crore, compared with existing annual budgetary support of around ₹10,250 crore.

The estimated expenditure over a five-year period is approximately ₹56,696 crore.

EPFO’s Existing Scale

EPFO is one of India’s largest social security organisations. According to the figures cited in the PIB release, it has around 7.98 crore contributing members across approximately 7.68 lakh contributing establishments.

The Employees’ Pension Scheme provides pension benefits to around 82 lakh pensioners, while EDLI provides insurance protection associated with EPF membership.

What Should Businesses Do Now?

The Ministry of Labour & Employment and EPFO will undertake the necessary statutory and administrative steps for implementing the decision.

Until the implementation details are formally put into effect, businesses should keep track of official notifications and review their payroll and compliance systems.

Employers can also prepare by:

  • Reviewing employee salary and wage structures
  • Checking EPFO applicability for employees
  • Keeping payroll records updated
  • Reviewing EPF-related calculations and processes
  • Maintaining accurate statutory compliance records
  • Taking professional guidance where requirements are unclear

The approved increase in the EPFO wage ceiling from ₹15,000 to ₹25,000 per month is expected to expand mandatory social security coverage to more than 51 lakh additional employees.
